I've had a similar program made before, but ran into problems due to the fact that it ran from an online server. First, I will explain what I need.
I need a program that, when sneakily installed on another person's computer, will log their IP address and either a) send it to a specified email or b) automatically log it in a remote program I will be using to control which subliminal messages are sent to who.
The program I need to have on my own computer should have a customizable list of text messages that will flash on the screen of whoevers IP address I have selected in the program. Also, I would like to be able to control the speed the messages flash AND the opacity or semi-transparency of these text messages from a box that lets me type in numbers from 1 to 100.
Second, I would like to be able to have a place in the program where I can specify URLs to online images that I would like to be flashed on the screen of the target with the same adjustable modifiers as the text messages.
Third, and finally, I would like to be able to have soundwaves played in the background on the target's computer. The modifiers I would like to control for the sound is a) how frequently it is played, and b) the volume it is played it, if possible.
Once again, instead of controlling all of this from an online web server, I would like a seperate server-like program that I can control all of this from my own computer.
The program that is intalled on the target's computers should check to see if there is a connection with my computer every 5 minutes and update information, if needed. If no connection is detected, I would like the target's computer to continue using the information it last recieved.
As far as how much I will pay, I need an estimate of how much this kind of job will cost. So for now, I am putting $1 to $999, even tho I have no intention of paying anywhere near that amount.

P.S. If possible, please do not make .NET framework mandatory for whoever is installing the target's version of the program. I would like anyone to be able to install it with ease.
