I need banners designed that can geotarget by ip.


Example..

If the person who is looking at the banner is located in California,

The banner will say "If you are in California, Click here."

If they are in Texas the banner will say "If you are in Texas, Click here."

and so on and so forth. I guess this can be accomplished with flash?
